A haunted house is an office, built upon plans for longevity, and decaying all the same. Every hung picture frame was a reminder of the slipping vision of their victory. From the ones decorating the councilwoman's education, to those memories of past stories she's helped share, not one failed to evoke a flash of fear within her.

Sighing, she clicked open her door and entered the hallway. Time forbade conversation from flowing, as not many were the type to spring into the workplace as early as Penelope. They had lives to live. She had lives to protect.

A sharp clicking resounded off the walls as she navigated through the connected corridors of the top floor. At every window she passed, she felt the growing warmth of a rising sun. Her body leaned into it, hungry at the opportunity. When it was bright and loud and the world thrummed with vibrance, apathy became sin. Who could sit back when even the world was shouting for action? In that way, the morning was healing.

Peneloped rapped on the furthest door down the hallway. Its size, even from the outside, beckoned the importance beyond the polished wood

Her voice shouldn't have been a surprised. They'd discussed meeting at this time, before their schedules woke up entirely.

Admiration dies at the feet of ambition.

Even when scorn scorched her heart, and all she could conceive was the desire to tear into the very establishment her role now enabled, she'd found a common ground worthy of respect. A woman, in a position of respect? It was an impossible to ignore.

But now, as she took her first steps into the grand landscape of the commissioner's office, all she could see was what was hidden.

Staring past the Mr. Rime, she could feel her own blood pressure rise at its presence. It felt like a tactic. Like she knew of her own lost companion. It was a ridiculous notion, and yet, as she walked past the Pokémon's quizzical expression, all she could think of was the ire it brought her.

With a polite smile, she moved across the room, cutting straight to the slot of space just outside the commissioner's immediate orbit, right in front of her desk.

"A few things," she mused.

Her face was patchwork. A series of stitches and bandages, doing its best to erase what was already known to the world: their failure. And her failure.

"You look good. I like the coat."

Untouched, too.

"The people's worries have been hard to quell," she began, "naturally, no one is happy with Petalburg's fall. No surprise there. Even the treaty with Sootopolis is..."

Vagueness invites vagueness. Dahlia waits to see what she defines as she fights a frown desperate to form by the witnessing of Penelope's stitches.

It was hard pill to swallow. Early on she refused it. Thought it was only an excuse for the powerful to duck behind and avoid the realities left for the rest to accept. There was always the inkling of nuance, but when met with fire, it was only appropriate it to fight with it back. Let the League burn with the rest of them.

In some ways, she never escaped that mentality. It followed her still, like ghost without grave.

"We prevented Meteno, but then Sea Hoenn survives, preparing to return our gift with that whale of theirs."

Her eyes flashed at the mention.

"We retrieved Sootopolis and prevented Kyogre's rampage across the region, but lost Petalburg in the process. And now we're met with the Rocket eating away at the mainland."

She crossed her arms across her chest, continuing with a sigh.

"There's no winning. Just...surviving."

From the moment her fist met the stiffness of wood, Penelope knew her fate. It was as clear and as crisp as Laurence Anderson' removal, or as the reprimands etched into every transcript she's ever read. Dahlia was no vapid lamb, removed of claws or fangs. There was a reason behind her appointment.

But the same could be said for PENELOPE LIVY.

"But, Dahlia, Sootopolis was taken three years ago. Three. That a lot of time to think of a plan that left us in a worse state than where we started."

Curiously, Dahlia does not unsheathe her claws nor does she bare her fangs. Instead a finger heavy with thought taps against her lips and catalogues each anecdote.[break][break]

"if you want to have a long career in government, you'll have to rethink your entire framework." The Commissioner says. "winning? this is not a game, and if it was, the board changes effortlessly and without warning. one day it is checkers. the next, it is go. instead, we are in the duty of responding with solutions."[break][break]

She shakes her head, and the smile she has is a pitying one.[break][break]

"my answer is one pulled from our collective. the thing is, from that meeting we understood that there was more than just one pressing matter. to place them rigidly into a hierarchy would block us from improvisation and adaptability in a chaotic world like ours."[break][break]

She pauses.[break][break]

"three years ago, sootopolis was won by rocket thanks to an invisible war of ideology." The Commissioner says. "now, we've seized back control and have swayed the traditionalists back to our side with freya's installation. what plan would you have concocted instead?"

Embroiled, the pitying smile only served to reignite the withered flames in her stomach. Because, despite all efforts to combat the snide deflections of guilt, the commission's words held truth to them.[break][break] When Penelope first arrived to Ever Grade City, she wasn't a politician. And two years hasn't change that. It was the one constant thats followed her, through and through.

"My plan would've begun after Meteno, when a wave of defectors came flooding through our Amnesty Program. When people like Remiel Calcifet and Isaac Merlo came to our side, and Rayquaza chose Eva Morales to bring about peace. When we had the entire weather trio under our belt."

She returned the smile, her eyes darkening with every additional word airing out her response.

"I can't guarantee our fate would've changed if we'd attacked then instead of now. And I can't debate the difficulty of our position. But winning shouldn't be scoffed at. Whether it be checkers today, and go tomorrow - victory needs to be our goal. Otherwise, all we're doing is bidding time."

Maybe it was naive. Maybe this line of thinking would burn her out long before Rocket waves their white flag. But it didn't matter.
Not to someone with wax wings and nothing left to lose.

"I know we've done what we thought was best. But it hasn't been enough. Nothing has changed for the better, Sootopolis or not."

She paused, choosing her next words carefully. Like a needle threading through fabric, lies were tied into truths, and truths into lies, until distinction became a madman's game to play and lose.

"I wanted to talk to you because earlier this week, I saw Ting-lu. And together, with Chi-yu, they shared with me the fate we saw in the Future Terminal. Its Hoenn's Ruination. We're heading right for it. Just like Meteno."
